He did come off a bit pretentious at times (and especially in that statement), but I get the impression he may have grown up privileged. Maybe he’s just speaking honestly from his own perspective. “Car people” that I’ve known are cut from all walks of life, and I like that car culture is independent of other social labels. This guy’s pretty young, and I doubt he meant to sound judgemental or prejudiced.
Eli – Nicely done! It’s so good to see an owner really driving their car especially a young enthusiast like you and don’t forget to be grateful every time you get to pilot such a wonderful machine. There are plenty of us out here that have dreamed of it for many years. Hit the redline and get sideways a couple times for me!

There seem to be a few different 964s on the show and display list. This car has been legal for a couple of years under the simpler 25 year rule. Eli Kogan mentions the 25 year rule around 3:08. However he also says that he brought this car across the Canada line a ‘few’ years ago, which might be over the line. So it is not wholly clear.
Okay. Found it. The 1992 Carrera RS is called out by name on the DoT Show and Display list. Under the terms of that law, however, the car could only be driven 2,500 miles per year. This car is driven routinely. By this point in time Kogan must be operating under the 25 year rule, which has very few restrictions either on emissions or on safety equipment. A 1992 clears that bar by at least one year.
